Eligibility of Project Submission to this hackathon, if I submit to another hackathon first?

Am I eligible to submit the potential project for this hackathon if I submit it first to another devpost hackathon, in which the other devpost hackathon's submission period is before the meta hackathon's submission period? Or does the project have to be made for this hackathon only?

    This is outlined in the rules: "New & Existing: Projects must be newly created by the Entrant or, (e.g., not previously uploaded onto AppLab or Quest Store). Additionally, the Project cannot have been worked on in a previous Meta Hackathon."
