Query regarding submission rules...

The rules state hackathon projects must not be previously available on App Lab or the Meta Store. The app I intend to submit to the hackathon, I did apply for App Lab submission a few days ago, it was refused and I cancelled the submission, so it was never properly on App Lab. I hope this will not be an issue? What do you think?

  If your submission was not accepted to App lab, but it meets the hackathon's rules otherwise, (for example, uses the required Presence Platform capabilities, etc;) it should be okay to submit it to the hackathon. Hope this answers your question!
